Korle Klottey Municipal Assembly Spotlights Urban Innovation at St. Petersburg International Economic Forum 2025

The Korle Klottey Municipal Assembly (KoKMA), under the dynamic leadership of Municipal Chief Executive Hon. Alfred Allotey-Gaisie, has once again raised Ghana’s profile on the global stage with a remarkable showing at the 2025 St. Petersburg International Economic Forum (SPIEF) in Russia.

This marks KoKMA’s second consecutive participation at SPIEF - a premier global platform for economic and policy dialogue - where the Assembly showcased innovative solutions to pressing urban challenges, particularly in waste management and intermunicipal cooperation.

The Ghanaian delegation was led by Greater Accra Regional Minister, Hon. Linda Obenewaa Akweley Ocloo, alongside Hon. Allotey-Gaisie, who delivered two high-impact presentations. The first, titled “Waste Management in Korle Klottey”, highlighted KoKMA’s comprehensive strategy to transform urban sanitation.

Hon. Allotey-Gaisie outlined rapid response mechanisms the Assembly has begun implementing to manage, track, and monitor waste collection efficiently. He emphasized strengthened partnerships with leading waste management companies—Jekora Ventures and the Jospong Group—to scale up recycling operations and expand waste disposal infrastructure.

Notably, with organic waste making up over 60% of the city’s waste stream, the Assembly has prioritized composting as a dual solution to sanitation and agricultural productivity. The Municipal Chief Executive also revealed steps being taken to formalize the collection and recycling of electronic waste.

On the technology and policy front, KoKMA is rolling out mobile payment systems to streamline sanitation fee collection and enhance revenue mobilization. Plans are also underway to deploy blockchain-based platforms for improved waste tracking and transparency.

In his second presentation - “City Diplomacy as a Catalyst for Interregional Cooperation and Economic Development”—Hon. Allotey-Gaisie called on African cities to build strategic, cross-border alliances to address shared urban issues.

He proposed the establishment of a regional ECOWAS Waste Management Fund to finance urban infrastructure projects and advocated for cross-border recycling networks to reduce operational costs and improve efficiency.

Further, he urged cities to harness the opportunities presented by the African Continental Free Trade Area (AfCFTA) to connect local economies and accelerate regional industrialization. He underscored the critical need for municipalities to have a seat at the global policy table, noting that local governments are at the forefront of implementing sustainable development.

“Cities must not only react to challenges but lead with innovation and vision,” he stressed.

KoKMA’s presentations generated significant interest from international development agencies, municipal leaders, and private investors. Many expressed intent to support green innovation, smart infrastructure, and urban resilience projects within the Municipality.

Looking ahead, KoKMA intends to implement several pilot initiatives influenced by insights gained at the forum. These include digital sanitation fee systems, expanded composting programs, and advanced data-driven waste management solutions.

Reaffirming the Assembly’s vision, Hon. Allotey-Gaisie stated: “We are committed to building a resilient, clean, and economically vibrant city—one that partners globally while delivering solutions locally.”

KoKMA’s presence at SPIEF 2025 reaffirms its role as a leading force in urban innovation and sustainable development, not only in Ghana but across the African continent.
