Hon. Alfred Allotey-Gaisie Unveils Ambitious 4-Year Development Agenda

The Municipal Chief Executive (MCE) of the Korle Klottey Municipal Assembly, Hon. Alfred Allotey-Gaisie, has outlined a bold and inclusive development vision during a public hearing for the Assembly’s 2026–2029 Medium-Term Development Plan (MTDP).

Hon. Alfred Allotey-Gaisie described the meeting as a critical step in shaping the municipality’s development agenda over the next four years. He reaffirmed the Assembly’s commitment to inclusive governance and participatory planning, noting that the plan was developed through broad consultations with community members, zonal councils, and strategic stakeholders.

He reported significant progress under the current development framework, highlighting that revenue generation had exceeded projections, with expenditure remaining within budget. Internally Generated Funds (IGF), he said, continue to serve as the Assembly’s primary funding source.

The 2026–2029 MTDP is anchored on key pillars including digital transformation, infrastructure improvement, social protection, and environmental resilience.

Hon. Alfred Allotey-Gaisie’s core priority is the full digitization of IGF collection processes by the end of 2026 to enhance transparency, efficiency, and accountability. He further stressed that digital inclusion would be prioritized to ensure that women, persons with disabilities, and vulnerable groups benefit equally from technological advancements.

Key targets in the Plan include:

• GHC 175 million in total projected revenue (with GHC 112 million from IGF and GHC 63 million from external sources).
• A 65% increase in IGF through automation and improved compliance.
• 90% improvement in environmental sanitation.
• Completion of 80% of revised land use planning schemes.
• 50% enhancement in access to social infrastructure (education, health, water).
• 95% improvement in road networks.
• 100% disbursement of PWDs’ fund allocations.
• Implementation of the Greater Accra Resilient Integrated Development (GARID) Project to address flooding.

The MCE also reaffirmed support for national flagship programmes, including the 24-hour economy initiative, the National Apprenticeship Programme, and the Adwumawura initiative.

He concluded by encouraging stakeholders to offer constructive input toward refining the final plan, reiterating the Assembly’s goal of building a resilient, inclusive, and digitally empowered municipality.
