Assembly Members and Budget Committee Members Trained On The Composite Budget Manual

A one-day training was held for honourable Assembly members and the Budget Committee members. The objective of the training workshop was to empower participants on the revised Composite Budget Manual to enable them to prepare and appreciate the budget of the municipality.

The purpose of the Manual is to guide Metropolitan, Municipal and District Assembly’s (MMDAs) officials understand and manage the budgeting processes and harmonize all templates and procedures consistent with the evolving trends and changes in the Public Financial Management (PFM) landscape.

It guides Budget Users, Budget Officers, Accountants and Programme Managers tasked with the development and implementation of programmes throughout the whole process of implementing PBB methodology.

The Coordinating Director, Mr. Emmanuel Baisie in his opening remarks, said he was happy about the participants response and urged them to pay attention to the training exercise.

He underscored the importance of training programs and touched on why they are to take the exercise seriously since it will help them to prepare, interrogate and appreciate the budget.

Officials from the Fiscal Decentralisation Unit of the Ministry of Finance through a presentation taught the participants that the Composite Budget Manual is a guide for subnational budgeting and was introduced in 2012 to aid in subnational budget preparation and management.

They stated that a composite budget is an aggregation of a projected revenue and expenditure of all the departments of MMDAs and the objective of the composite budget is to integrate the budget.

The facilitators explained the budget programme as a set of or a group of related operations/activities and projects; one level below the MMDA or within the mandate of the MMDA designed to achieve a specific objective or closely related objectives.

The budget sub-programme was also explained as a smaller collection of related operations/activities and projects designed to achieve a specific objective within a programme.

They further explained that budget operations and projects refer to activities that are performed when delivering a budget programme or budget sub-programme of the various departments into the budget of the District Assembly.

At the end of the presentations, participants took the opportunity to ask questions and they entreated the Budget Committee to always start the process with the previous years’ guidelines whilst waiting for the current guideline.

The facilitators from the Fiscal Decentralization Unit of Ministry of Finance also promised to carry their concerns up to the Ministry of Finance.

In his closing remarks, the Municipal Co-ordinating Director (MCD) expressed his gratitude to the facilitators for the training exercise organized for the Hon. Assembly Members and Heads of Departments/Units on the Composite Budget Manual, especially the new Hon. Assembly Members.

He is hopeful that what has been learned will be communicated to the electorates and that will also help the Assembly to mobilize more revenue so that social and infrastructural services would be provided for the citizens.
